Defense Health Program
For expenses, not otherwise provided for, for medical and health care programs of the Department of Defense as authorized by law, $40,917,184,000 (increased by $1,000,000) (reduced by $1,000,000) (increased by $1,000,000) (increased by $7,000,000) (increased by $5,000,000) (increased by $10,000,000) (increased by $10,000,000); of which $38,766,742,000 (reduced by $1,680,000) (increased by $1,680,000) shall be for operation and maintenance, of which not to exceed one percent shall remain available for obligation until September 30, 2027, and of which up to $21,023,765,000 (reduced by $5,000,000) (increased by $5,000,000) may be available for contracts entered into under the TRICARE program; of which $354,821,000, to remain available for obligation until September 30, 2028, shall be for procurement; and of which $1,795,621,000 (increased by $1,000,000) (increased by $7,000,000) (increased by $5,000,000) (increased by $10,000,000) (increased by $10,000,000), to remain available for obligation until September 30, 2027, shall be for research, development, test and evaluation: Provided, That of the funds provided under this heading for research, development, test and evaluation, not less than $700,000,000 (increased by $15,000,000) (reduced by $15,000,000) (reduced by $4,000,000) (increased by $4,000,000) (increased by $1,000,000) shall be made available to the Defense Health Agency to carry out the congressionally directed medical research programs: Provided further, That, notwithstanding any other provision of law, of the amount made available under this heading for research, development, test and evaluation, not less than $15,000,000 (reduced by $1,000,000) shall be available for HIV prevention educational activities undertaken in connection with United States military training, exercises, and humanitarian assistance activities conducted primarily in African nations: Provided further, That the Secretary of Defense shall submit to the congressional defense committees quarterly reports on the current status of the electronic health record program: Provided further, That the Comptroller General of the United States shall perform quarterly performance reviews of the electronic health record program.
